Minister Dao Ngoc Dung: “The Labor Code will pave the way for a healthy and integrated labor market”
(LĐXH)- Minister Dao Ngoc Dung said that the National Assembly's adoption of the Labor Code is a significant decision because the Code has a wide range of subjects involving dozens of millions of workers in both formal and informal sectors across the country.
The Labor Code consists of 17 Chapters and 220 Articles with many new contents, even those that Vietnam has no precedent. In the Code, the general contents have been restricted to be handed over to the Government and the Ministry of Labor, War Invalids and Social Affairs (MoLISA).

However, it is necessary to continue collecting comments and internalizing laws to ensure compliance with the international convention. Therefore, it is necessary to issue 22 different documents including 14 Decrees, 01 Decision of the Prime Minister and 08 Circulars of the MoLISA.
According to the Minister, the documents are made with complicated contents such as: representative organization of workers, collective bargaining, minimum wages, retirement age, gender equality, child labor....
All these issues should be studied thoroughly in accordance with reality and in line with international commitments.
Mr Dao Ngoc Dung requires that, first of all, to fulfill MoLISA’s commitments to the National Assembly and the Government when the Labor Code takes effect on January 1, 2021. The bylaws, circulars should be also issued.
According to the Minister, up to now, the time for preparing documents is only 3 months, by June 1, the first draft of Decrees and Circulars must be posted on the Government Portal to get comments from the people, ministries and branches.
The Minister asked the units under MoLISA to ensure the correct process, collect widely opinions among the people. That process needs to enhance information technology solutions in collecting opinions, reports, and expert opinions in order to have sharp ideas and make more practical contributions to the documents under construction.
At the same time, the Minister requested strengthening the coordination with the appraisal agencies as well as the units in the Ministry.
The Minister requires all documents should be made on time and quality guaranteed. At the same time, to ensure the interests and satisfaction of the people, businesses as well as the state management agencies, so that when the Labor Code goes into effect, it will open pave the way for building a new labor relationship and a healthy and integrated labor market./.
