General Secretary of the Communist Party of Vietnam (CPV)’s Central Committee and President Nguyen Phu Trong and President Mauricio Macri witnessed the signing ceremony between Argentine Minister of Foreign Affairs and Worship Jorge Faurie and Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung
In particular, Argentine Minister of Foreign Affairs and Worship Jorge Faurie and Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung signed a document on technical cooperation to enhance the capacity of verifying Vietnamese martyrs’ remains in the period 2019 – 2021.
Accordingly, the two Ministries agreed on the main objective of supporting the effective implementation of the Scheme of identifying martyrs' remains lacking information through enhancing the force for the assisting agency of the Steering Committee to implement the National Project; Training and technical assistance in human identification, especially in sampling and analyzing DNA remains for martyrs working in this field.

Major activities will be implimented such as: Training and capacity building for managers in developing implementation plans, introducing digital tools in managing information; Training and capacity building for staff in archaeological and anthropological assessments, restoration and analysis of martyrs' remains; Training and capacity building for staff in using new methods for genetic analysis (DNA) remains for complex sample cases; Technical assistance in developing international standards in DNA testing laboratories, developing DNA database storage center (information management system in LIMS genetic analysis: Laboratory Information Management System); Technical assistance in developing a strategy to coordinate the work of all Genetic laboratories related to the project; Technical support to develop an International Standard Identifier.
This action plan is valid for 2019-2021 and may be extended according to the written agreement between the two parties.
In 2014, the Ministry of Foreign Affairs and Worship of Argentina and the Ministry of Labor, Invalids and Social Affairs of Vietnam also signed a technical cooperation plan to enhance the capacity of verifying Vietnamese martyrs’ remains in the period 2015 - 2016.
