Freelance worker will be supported from 62,000 million package in April
(LĐXH)- Regarding the payment of social security under the VND 62,000 billion support package, Minister Dao Ngoc Dung said that the Ministry of Labor, War Invalids and Social Affairs (MoLISA) is building a draft circular to determine criteria to support freelance labor.

In order to overcome these difficulties, Minister Dao Ngoc Dung said that in the draft circular of the MoLISA that has been submitted to the Prime Minister on April 15, it is expected to consist of 7 groups of self-employed workers, including: street vendors, motorbike taxi drivers, garbage collectors, porters, lottery ticket sellers; laborers in restaurants, services, catering, health care, etc.
On the basis of such subjects, after the Prime Minister's Decision, the Ministry will further detail the regulation of the Circular so that the localities can survey, evaluate and list specifically.
"The Decision and the Circular will guide very carefully. For example, people with meritorious services and social protection are declared and directly paid by the Labor, War Invalids and Social Affairs branch; poor people are managed and paid by the Commune-level People's Committees. Subjects who are temporarily suspended from paying insurance premiums shall be paid by district-level social insurance"- Minister Dao Ngoc Dung said.
For enterprises that are entitled to preferential loans to pay salaries to their employees, there are also constraints to avoid profiteering. Accordingly, enterprises can only borrow preferential loans when they have paid 50% of the salary to employees. This salary payment is not paid through enterprises but directly to employees. Enterprises are only responsible for making lists and the authorities will transfer directly to employees after checking the entire pay list. Therefore it is difficult for businesses to profit.
The MoLISA strives to basically provide the support package of the Government to the people in April.
According to a survey by the MoLISA, if the COVID-19 pandemic continues, the unemployment, underemployment and job losses in April and May will be about 2.5 million people. In case of the pandemic outbreak, the number of these will lead to about 3.5 - 4 million people.
